Of Treasury. I think you should do a thorough study on the United States Constitution and not rely on the senseless rhetoric you're being taught at your job. "Driving is a Priveledge Not a right." That there alone is pure indiocracy, "Traveling is A natural born right and no state or government can turn a right into a priveledge and then enforce fees to pay for that right." Unless the citizens contract and agree to do so. That contract being the drivers license, which is an adhesion contract. It means you simply waive your rights, and freedoms to travel upon "YOUR" state roads, and streets without a License (defined as performing commercial activities while communiting). Ladies and gentlemen this law is simply nothing more than to KEEP people in FINANCIAL hardship and ECONOMIC BONDAGE. Its a viscious cycle in which they never intend you to get out of. Your nothing more than $$$ to them and they could care less about OUR issues and problems. CSR have you ever heard of DOUBLE JEOPARDY!&lt;BR/&gt;&lt;BR/&gt;Being tried twice for the same offense; prohibited by the 5th Amendmentto the U.S. Constitution. '[T]he Double Jeopardy Clause protects against three distinct abuses: [1] a second prosecution for the same offense after acquittal; [2] a second prosecution for the same offense after conviction; and [3] multiple punishments for the same offense.' U.S. v. Halper, 490 U.S. 435, 440 (1989).&lt;BR/&gt;&lt;BR/&gt;Having to pay COURT COST! (once) and the issue is turned over to a STATE OFFENSE! (twice). If that's not DOUBLE JEOPARDY then I dont know what is. Secondly in your justifications for this you only refer to those who are UNDER THE INFLUENCE OF A DRUG who should be fined. I think there is a great distinction between FINING SOMEONE inorder to quote unquote HELP THEM and actually having a program that teaches them how to control their alcohol issues. &lt;BR/&gt;&lt;BR/&gt;I too are going through this DRF issue and unbeknowns to me had my license suspended while working in the trucking business. So you could only imagine after paying off $1200 in tickets (insurance, reg,etc no drugs involved) that I thought this issue was over. 3 months later I was notified that I was being dropped off the insurance with my company and being laid-off from my job. Is this really fair, is this not a crime being perpatrated by OUR LOCAL GOVERNMENT. The people who supposedly work for us. I was always told even as a child in DEMOCRATIC SOCIETY the GOVERNMENT GIVES THE PEOPLE POWER, and in a REPUBLIC SOCIETY the PEOPLE ENPOWER THE GOVERNMENT. Which one do you think we live in? I know this is going off subject but you figure a gov. that loans $800Billion dollars of OUR $ and future generations $ cares about you. Especially when its estimated to get the entire country out of debt would only cost $67Billion. Thats just something to ponder.&lt;BR/&gt;&lt;BR/&gt;Well I am still today working on removing this ridiculous law and I law/policy called DRF and I hope you all will continue to fight and be strong. When all else fails really study YOUR CONSTITUTION and see what defense our supposed GOVERNMENT comes up with then. You are a haughty B**** of course you don't care. you get paid by the state. most people have to work 2-3 jobs just to make what you do and those usually don't even include benefits. Explain to me, Your High and Mightiness, why you can only call to set up payments, why is there no hardship waiver? why can't you apply by going to the Dept. of Treasury on crowner to set up payments? in these economic times who can barely afford a phone, especially if their license was suspended and had to quit their job? what about the numerous times people have called and been hung up on? yes it happens it happened to me and i have a security guard and the DRF lady that collects the fees at Dept. of Treasury to prove it...on numerous occasions. thank god for speaker phone. If you check the michigan.gov site it there are numerous articles and even automobile insurance affordability meetings, one recently held in detroit on november 15, 2008 at 1 pm. that states that insurance companies are unlawfully placing surcharges and such on to your premiums. Michigan has the highest insurance rates in the country next is philadelphia. You know what? You appear to be omniscient so read the damn report yourself. Oh and since the state is reducing jobs and cutting costs and merging departments, i hope your job is one of the ones that they decide they have no use for. It absolves you of the DRF.&lt;BR/&gt;&lt;BR/&gt;If you are unable to pay at the time you can request unable to pay. It stops any collections till you are able to pay. You must show proof however that you are unable to pay with proof of income , expenses and letter of support. The state allows one payment arrangement. Some pay as little as 10.00 mo.. &lt;BR/&gt;&lt;BR/&gt;For those who whine about being levied or liened… lets be honest. Do you really think legally we can do this on a whim? You are given at least 3 months of contact by phone and by letter. If you have not updated your ADDRESS at the SOS (and by law you are required when you move) is this our fault? If we cannot find a valid number for you we skip trace. Which means we have many ways of looking for you, this may even be by leaving messages with friends or family members along with again tons of letters. It then goes to collections… where again we try to contact you by more letters and calls. The min is 3 more months it often goes YEARS. We have to have  a min amount of calls and letters to you. Your tax return may be taken.. does this not give you a clue we are looking for you??????? HELLOOOOOOOOOO&lt;BR/&gt; *To recap, min of about 6 moths  of letters , calls, and general hunting for you… perhaps you saw we called but, did not have the money (see above paragraph), or thought we would go away.&lt;BR/&gt;&lt;BR/&gt;&lt;BR/&gt;The reasoning behind the whole thing….&lt;BR/&gt;I come across too many accounts where there is repeat offences. Do you people not learn? &lt;BR/&gt;&lt;BR/&gt;Drunk driving, driving under the influence of drugs, and anything to do with the above fore mentioned… Do I really need to explain why you have to pay a fine? Often your license is suspended by the courts. You are a danger to yourself and mostly others. I do not care about your life if you do not. However by engaging in behaviors you may take out innocent lives by your actions. Stay home and be drunk or high or whatever….&lt;BR/&gt;&lt;BR/&gt;No proof of insurance…sounds harmless, but, when you drive without the insurance and hurt someone in an accident or have property damage you get sued, often you have no money as you cant afford even the insurance.   The other persons insurance may have a ceiling of how much they will pay… the nice people who LIVE in the state of Michigan make up $$$$ the remainder. Why? Because there a non insurance fund for people who are not insured and cause damage and cannot pay. So using an analogy…it is like the people who shoplift , the consumers end up paying for the goods two fold. You get upset by shoplifters who cause you to pay more… why not non insured drivers who cause to pay A LOT more in taxes? Do you want to pay for those who do not have insurance and kill or maim someone? I wrote to State Rep Hildenbrand and State Rep Steil; they both stated they oppose the DFR and suggested that I contact Paul Condino and Andy Dillon with my concern.  What I learned is that there is a bill to repeal this fee that will probably never get put up for vote because the state is making money from it.  Apparently the only chance it has of being brought up for vote is if enough citizens write to state their opposition to the fee. I am the primary breadwinner in my family, as my husband is working part time as a massage therapist, trying to gain clients.  My two oldest sons have graduated from high school, and at this time are unable to find work.  Things are very tight. We cannot afford to send my sons to college at this time, and will not be able to until they find jobs, which is looking very bleak right now.&lt;BR/&gt; &lt;BR/&gt;Here is my story.&lt;BR/&gt; &lt;BR/&gt;In October 2005 we were forced to file for bankruptcy and lose our house to foreclosure.  My husband had lost his job, and had been unable to find anything to help with the bills.  &lt;BR/&gt; &lt;BR/&gt;At this time, our attorney advised us to close our checking account, as we had a credit card with the same credit union, and we didn’t want them to seize our assets. &lt;BR/&gt; &lt;BR/&gt;With all the upheaval in our lives, I completely forgot that our car insurance payment was taken directly from our checking account.  The insurance company failed to notify us of the cancellation.  It was effective November, 2005. &lt;BR/&gt; &lt;BR/&gt;In February 2006 I was pulled over for expired registration.  When I gave the policeman the insurance information, he informed me that the insurance had lapsed, asked me to step out of my car, and put me under arrest.  I was taken to the police station, fingerprinted, humiliated, and my car impounded.  &lt;BR/&gt; &lt;BR/&gt;That day I did everything to get things right.  I got new insurance, got the car out of impound, fixed the registration, everything.  10 days later I went to court, showed that I now had insurance (and have had ever since), and paid my $250 fine.  I thought that was the end of it.  The money put out was a severe hardship, I had to borrow money from my 80 year old mother, but I was able to scrape it up.&lt;BR/&gt; &lt;BR/&gt;In November of 2006 I was again pulled over for a equipment violation, namely, my headlight was broken.  When I gave my license, I was informed that my license had been suspended for not paying the Driver’s Responsibility fee for the infraction back in February.  An additional $500.   Which I did not have.&lt;BR/&gt; &lt;BR/&gt;So,  I again scrape together enough to pay the fee, plus $125 for getting my license back, and go to court.   I plead guilty to driving in a suspended, and pay my $150 fine.&lt;BR/&gt; &lt;BR/&gt;Now, yesterday, I’m pulled over again for a brake light being out (do you see a pattern here?  The Zeeland police need to find something else to do) and I’m informed that I am again suspended, and now I owe $1500!!!!!!!!!!!&lt;BR/&gt; &lt;BR/&gt;My God, don’t you people know what kind of financial hardship you are putting on the people of Michigan ?  I don’t have $1500, and I have to work to support my family.  I live in Wyoming , and work in Zeeland , would you care to tell me how I’m supposed to get to work without driving?  Perhaps I should quit my job and go on welfare, maybe that would be better for the state.  &lt;BR/&gt; &lt;BR/&gt;The worst part about this fee is there is no hardship clause, no one you can plead your case to.  You have to pay it.  Too bad.  No due process.  It’s wrong.  It’s double jeopardy, and it’s wrong.&lt;BR/&gt; &lt;BR/&gt;I've called the state and made payment arrangements, but have been informed that I will not be allowed to get my license back until the full amount is paid off.  So, that means I have two choices.  Break the law and drive on a suspended, or quit my job.&lt;BR/&gt; &lt;BR/&gt;Well, sirs, what will it be?&lt;BR/&gt; &lt;BR/&gt;I even took the day off work today so I could try to figure out a way to get this taken care of, and have been disappointed right and left.&lt;BR/&gt; &lt;BR/&gt;At this time, the state of Michigan can’t afford another person on the public dole, can it?  I work hard to support my family, without any help from the state,  and so far, I’ve managed to tread water fine on my own. I was insured and did not have to pay a ticket and assumed the fee would be waived as well. It was not and my failure to pay resulted in a suspension which resulted in more DR fees. I lived 10 miles from my work and daycare and did not have money to pay these fees.I did make the choice to drive while suspended but being a single mother I really do not have many options. Now the state is taking any day-care assistance and I recently lost my job. How am I supposed to find work, child care, and support my family without transportation? The state did levy my last paycheck and I had to survive for a month on $200. At this point I am thinking that I have to stay on unemployment since I can't afford child care and the state will be levying $220 dollars a month. I don't know what to do anymore. My family is now living in poverty due to this law. The most frustrating thing is the funds are going to "fire safety". So many families are living hand to mouth for "fire safety funds". I do not know why there isn't more outrage.
